Solar photovoltaic (PV) systems are typically not tall or loud, so the large number of ordinances that impose limits in those areas probably indicate that many jurisdictions are crafting their ordinances based on rules for wind.
The standards specified in ordinances provide clarity to wind developers and the public. Ordinances may also address issues of community impact such as: land use, noise standards, and safety. The WINDExchange ordinances database is a collection of U.S. wind energy ordinances at the state and local levels; it is not exhaustive.
We identify over 1,800 ordinances for wind and more than 800 ordinances for solar in 2022. To understand the impact of ordinances on anticipated land availability, we use spatial modelling on the setbacks specified in the ordinances.
The size of setbacks has generally, but not exclusively, increased from 2018 to 2022 in the ordinances we identified (Supplementary Figs. 2 and 3 ). Our observations align with those of Winicoff 23, who provided evidence indicating that local regulations are becoming more stringent for wind power.
